International Regime Formation Revisited: Explaining Ratification Behavior With Respect to Long Range Transboundary Air Pollution Agreements

چکیده
Existing research on international regime formation concentrates heavily on explaining bargaining processes and their outcomes, as well as the implementation and effectiveness of international regimes. With very few exceptions, variation in ratification behavior, an important component of international regime formation, has not been studied in detail. We draw on conventional theories of international cooperation and on the policy-diffusion literature to shed light on the driving forces of ratification behavior. Our focus is on international efforts to reduce long-range transboundary air pollution in Europe (LRTAP agreements). Specifically, we examine the relative importance of international diffusion mechanisms vis-à-vis unit-internal factors, such as net pollution exports, income, trade openness, democracy, and so on. Our preliminary results suggest that, controlling for a wide range of other influences, policy-diffusion effects are an important driving force of ratification behavior. Work in progress. Pollution does not respect international borders anywhere, but in Europe, with its heavy industrialization and small nations, this is particularly evident. By the 1970s, it had become apparent that air pollution from other nations was contributing to the acidification of lakes in Sweden and the deterioration of statues and monuments in countries such as Germany and Austria. A 1986 industrial ac...
متن کاملStable International Agreements on Transfrontier Pollution with Ratification Constraints∗
International agreements on transfrontier pollution require approval by domestic political institutions. In this paper we employ a voting game theoretic model to characterize the stability of such agreements when each country’s participation is conditioned upon a domestic ratification vote. To describe the pre-treaty or no treaty international situation, we propose a concept of (noncooperative)...
متن کاملStrategic behavior in IEAs : When and why countries joined the Kyoto Protocol ∗
We empirically analyze the formation of international environmental agreements within a political economy framework. We develop a theoretical model of state dependent net benefits of ratification predicting (i) strategic behavior with respect to the timing of ratification and (ii) that ratification per se is not necessarily a stronger signal of support compared to signature. Analyzing the signa...

Sulfur dioxide, nitrogen oxides, volatile organic compounds, persistent organic pollutants, particulate matter, and heavy metals---air pollutants once thought to be problems that could be solved locally, where the effects occur---are all currently being discussed in international forums. A spate of meetings and agreements in recent months has shown many international governments to be more will...

1. The Convention on Long-range Transboundary Air Pollution has delivered demonstrable improvements in reducing acidification of the environment, in reducing the highest peak levels of ozone and photochemical smog, and has begun to make improvements in atmospheric levels and deposition of nitrogen — one of the most important global environmental problems in addition to climate change. The Conve...
